_no_ Xpath expression allows the use of {} it is not Xpath syntax at
all. Some XSLT attributes surround entire Xpath expressions with {}.
You are using {} in an argument of an xpath function (format-number) but
it is not an issue about this particular function, but rather a general
xpath issue.
The second argument to format-number can be any string valued
expression, so just use $fmt.
