Someone else may answer. If you assign a DTD stored on your local drive, XML Spy will use a Windows file path in the DOCTYPE declaration. The only solution I can think of is to find a permanent home on a local server for the DTD and then assign it to your XML, in which case XML Spy should use the proper URI format.
