This should also work:

   <fo:block>
      惺Ù,FX塤,TX§ English1 1a English2
      <fo:bidi-override unicode-bidi="embed" direction="rtl"
      ><fo:leader leader-length="1em" leader-pattern="space"
      /><fo:page-number-citation ref-id="bcdfr234566"/></fo:bidi-override>
   </fo:block>

assuming that XSL Formatter handles <fo:page-number-citation/>
correctly for the text direction.

As should this:

   <fo:block>
      惺Ù,FX塤,TX§ English1 1a English2
      &#x200F;
      <fo:leader leader-length="1em" leader-pattern="space"
      /><fo:page-number-citation ref-id="bcdfr234566"/>
   </fo:block>

even though it's what I recommend against using.
