(Note: parsers don't compile XML, they parse it.) To make it well-formed, you need to have the JSP directive inside a CDATA marked section like this: <![CDATA[<% String block = "work"; %>]]> **or use the XML compliant JSP syntax**. In most cases, JSP has XML compliant syntax and with that both the XML parser will be happy and your JSP page will compile.
