not that it matters much, but actually it's a value without a name.
the minimisation that's being used is that if an sgml attribute has
a specified list of possible values, then you can miss out the attribute
name and just give the value (SGML DTD enforced a rule that you could
not declare two attributes with values in common so this minimisation
would work.
