My understanding of auto-select, according to the IE help docs, is that
auto-select actually only applies if there is no declared encoding.

That is, if the encoding is declared in the Content-Type (HTTP message header
or meta http-equiv element), IE will use that encoding first. Then you can go
in and manually pick something else if you want, and it will use that ... 
until you hit reload.

If the encoding is not declared, then it'll use whatever it's currently set
on, *unless* auto-select is set, in which case it will try to guess by looking
for specific byte sequences that will clue it in.

I haven't really tested this much.
