This isn't valid XSLT. You want something like:
  value="{name}"
instead -- using an attribute value template to insert the value of
the <name> element into the 'value' attribute you're creating.
You can generate this attribute using:
  <xsl:attribute name="value">{name}</xsl:attribute>
or, if the value attribute is on a <foo> element, using:
  <foo value="{{name}}">...</foo>
