Try creating a global variable of the repeated characters to the maximum
conceivable required length. You can then use your obtained string-length to
substring this:

<xsl:variable name="lotsOfLines"
select="'_______________________________________'"/>

<xsl:template match="myElement">
  <xsl:variable name="attLength" select="string-length(@myAttr)"/>
  <!-- ... Blah ... -->
    <xsl:value-of select="substring($lotsOfLines,1,$attLength)"/>
  <!-- ... /Blah ... -->
</xsl:template>
