In XSLT 2.0 there is an <xsl:namespace> instruction that does this.
In 1.0, the workaround is:
<xsl:variable name="dummy">
<xsl:element name="abc:dummy" namespace="{$var}"/>
</xsl:variable>
<xsl:copy-of select="xx:node-set()//namespace::abc"/>
