it's more efficient to go
<xsl:variable name="tmpSite" select="site"/>
as otherwise you are making a result tree fragment, which is relatively
expensive.
I think you just want

<xsl:attribute name="src">
<xsl:choose>
<xsl:when test="severity = 'MINOR'">Image2</xsl:when>
<xsl:when test="severity = 'CRITICAL'">Image3</xsl:when>
<xsl:otherwise>Image1</xsl:otherwise>
</xsl:choose>
</xsl:attribute>
</img>
