Supposed to be implemented and working. There is 26 tests in the
regression suite of libxslt testing this feature. See
http://xmlsoft.org/XSLT/bugs.html
but before saying it's a bug triple check your stylesheet. Don't forget
to reread the associated part of the spec
http://www.w3.org/TR/xslt#disable-output-escaping
for example it does *not* work for output not XML...
