Try this:
  <xsl:template match="*">
      <xsl:copy-of select="@*"/>
        <xsl:sort select="@ActionCode"/>
        <xsl:sort select="@MaterialNumber" data-type="number"/>

This it's a version of the identity transform. You copy the current
element and apply-templates in sorted order
