Please try the following Template definition --
<xsl:template match="/question">
<xsl:for-each select="answer">
<xsl:if test="@eval">
Position of node (having eval attribute) --
<xsl:value-of select="position()" />
</xsl:if>
</xsl:for-each>
</xsl:template>
