 doing an <xsl:choose /> over all possible attribute
values is indeed the route I was about to take next.

If there's more than a couple i wouldn't use xsl:choose, I'd do
<table>
<xsl:attribute name="style">
<xsl:apply-templates select="@frame"/>
</xsl:attribute>

together with
<xsl:template match="@frams[.='box']">border: llkkkk</xsl:template>
