I'm sure I undestand your requirements, but you might take a look at Scriptura from Inventive Designers (http://www.inventivedesigners.com/products/scriptura.html)


It provides a graphical editor for design business documents (forms, invoices, financial reports, etc.) and the mapping to typical data sources such as XML documents and databases. It uses XSL-FO to do the rendering of the resulting documents.
