Its certainly a regular feature in the ACM Communications magazine.  In 
the March 2004 issue Phillip Armour wrote an article called "Beware of 
Counting LOC" where he essentially discounted it.  I would think that in 
a non-procedural language like XSLT it would be very difficult to get 
anything useful out of the size of the "program", except, perhaps, an 
indication of the cost of maintaining it.  One shudders to think about 
scoring SQL on that basis, for example.
