Something like this?
  
        <fo:block>
          <fo:external-graphic>
            <xsl:attribute name="src">
              <xsl:text>url(./Local/Graphics/bulletpdf.jpg)</xsl:text>
            </xsl:attribute>
          </fo:external-graphic>
        </fo:block>
   
That embeds the graphic for me using the antenna house processor.
