Do you really want this forat, it won't be possible to process it with any XML tool. You can't have an XML declaration <?xml ... anywhere other than the first few characters of the document. If you don't want the xml declaration there then your xslt just needs <address> <xsl:copy-of select="document('the2ndfile.xml')"/> </address> and the contents will be copied in to the result.
