We want to leave them in but not have them closed. There are also a few niggling cases where it messes things up a little to even have whitespace in these tags, but we might be able to work around those and do something like put in <xsl:text> </xsl:text> in all these cases. As I said, I'd rather not, but so far it's sounding like this might be our only bet.
