You don't need a for-each despite the subject line, you can express that
just in a single xpath:
<xsl:template match="modify">
 <xsl:copy-of select="modify-attr[not(@attr-name=document('excludedoc')/exclude-list/exclude-attr)]"/>
</xsl:template>
