Sorry to reply to my own message, but I caught an error: "As a general rule, the more specific the pattern, the higher its priority." A misperception on my part. Rules with context (something more than just the element name) get a priority of .5, regardless of how specific the context is. Sorry about the misinformation in the earlier post.
