same way as any other way you'd change the name of every element match
every element with * and generate a new name with xsl:element
<xsl:template match="*">
<xsl:element name="{local-name()}" namespace="whatever">
<xsl:copy-of select="@*"/>
<xsl:apply-templates/>
</xsl:eleemnt>
