Specifically, <p> cannot contain block content, whereas blockquote
can.
It seems to me best to translate:
<para>Some text:
<blockquote>
<para>One paragraph.</para>
<para>Another paragraph.</para>
</blockquote>
</para>
as:
<div>
<p>Some text:</p>
<blockquote>
<p>One paragraph.</p>
etc. and adjust the templates accordingly.
