<xsl:key name="resdir"
match="document('v4dirs.xml')/ReservedDirs/ReservedDirectory" use="@name"/>
keys always apply to all documents (separately) so just want
<xsl:key name="resdir" match="ReservedDirectory" use="@name"/>
then specify the document when you use teh key:
key('resdir',something,document('v4dirs.xml'))
