[xsl] Is it possible to dynamically change the Namespace location.

Hi,
In my input there is a namespace tns 
[xmlns:tns="http://test.de/workflow/";].
And my Output.xml required the same namespace but the location to be 
append with the <xsl:value-of select="//xpdl:WorkflowProcess/@Name"/> .

Input.xml:

<?xml version="1.0" encoding="UTF-8"?>
<Package Id="typeoperation" Name="typeoperation" 
xmlns="http://www.wfmc.org/2002/XPDL1.0"; 
xmlns:tns="http://test.de/workflow/";>
   <PackageHeader>
       <XPDLVersion>1.0</XPDLVersion>
       <Vendor>Together</Vendor>
       <Created>2005-08-23 17:23:04</Created>
   </PackageHeader>
   <WorkflowProcess Name="TypeOperation"/>
</Package>

Expected ouput.xml:

<?xml version="1.0" encoding="UTF-8"?>
<definitions xmlns="http://test.de/schemas/wfdl/"; 
xmlns:tns="http://test.de/workflow/TypeOperation"/>

Can anyone define the xsl for this requirement??
