Actually all you need do is delete that template then things will work
as you expect.
You do not need a template for MEASURE, the default one, which is
<xsl:template match="MEASURE">
<xsl:apply-templates/>
</xsl:template>
does what you want.
As for what your template _is_ doing.
<xsl:for-each select=".">
this is always a no-op, "." is the current node so
for-each select="."
just changes the current node to the current node.
<xsl:choose>
an xsl:choose only executes one branch, the first one that tests true,
so
<xsl:when test="BOOLEAN">
<xsl:apply-templates select="BOOLEAN"/>
</xsl:when>
says if the current node has a child BOOLEAN (anywhere) then process all
BOOLEAN children (and do not process any other nodes).
