  You're not matching on the root element, but the root node.  Think
about the difference between the following templates:

    <xsl:template match="/">
      <xsl:apply-templates select="Metrics"/>
    </xsl:template>

    <xsl:template match="/Metrics">
      ...
    </xsl:template>

    <xsl:template match="Metrics">
      ...
    </xsl:template>
