Or rather you just shouldn't select them from your template matching
<ch> (which is where I guess they are being generated)
The chapter template just wants to select top level sections which
appear to be sections with an id length of 8.
<xsl:template match="chapter">
<xsl:copy>
<xsl:apply-templates select=
"sec[string-length(@id)=8]/>
</xsl:copy>
</xsl:template>
or perhaps the string length is dependent on the id of the current
chapter, whatever.
