It depends on the XSLT product you are using. Recent versions of the JAXP spec actually say that xsl:message output should go to the ErrorListener, but Saxon has never implemented that (the JAXP spec has a nasty habit of changing the rules at each new version). Saxon has its own MessageEmitter interface which predates that change.
