  As I understand from your examples, you want to create elements in
the result tree named from attribute value from the input tree.

    <xsl:template match="Field">
      <xsl:element name="{@Name}">
        <!-- Or something else... -->
        <xsl:apply-templates/>
      </xsl:element>
    </xsl:template>
