Maybe this is interesting too:

<xsl:if test="parameter.value eq 'COUNT'">
<xsl:apply-templates select="parameter.value"/>
</xsl:if>
</xsl:template>
or:
<xsl:template match="...">
<xsl:apply-templates
select="link.paramter[parameter.name eq 'COUNTY']"/>
</xsl:template>
Depending on where you want to put the responsability to choose which
elements to process.
