Where will you start a new section when the previous section ends on a even-numbered page? Once you resolve that issue, the answer to your question may be better addressed on the mailing list of the product that transforms the XSL-FO to .pdf format. For example, FOP is a common tool for this and has a good mailing list at http://xmlgraphics.apache.org/mail.html#fop-users Other products like AntennaHouse may have other support channels.
