Yes you are right! In this case the blank page is going to introduce.....So,
I wrong at this place.... 

But can it be possible to start sections on even pages.

1) No blank pages
2) Start new sections on even-numbered pages.

Once you resolve that issue, the answer to your question may be better
addressed on the mailing list of the product that transforms the XSL-FO to
.pdf format. 

For example, FOP is a common tool for this and has a good mailing list at 

http://xmlgraphics.apache.org/mail.html#fop-users

Other products like AntennaHouse may have other support channels.
Nonethless, I'm sure the people on this list will try to help.

I have a requirement to start new section on even-page to generate online
pdf without any blank pages. If there is any blank page than remove the
same.

Can you please provide any references or examples for the same?
