I agree with you - and there's certainly merit in developing complexity metrics focused on XSLT as a tool to
a) improve effectiveness of using XSL:T; or
b) evaluate XSLT against other possible solutions
I would be cautious about how they might be used at the "idiot manager" level, i.e. by people who have no understanding of the meaning behind the numbers.
