yes, <a href="&start-comment;fff&end-comment;"/> works! I thought I was 
taking a safer option by putting it in an xsl:attribute and stupidly didn't 
try it that way.

FYI when I put it in an xsl:attribute it comes out as:

<a href="%EE%94%81fff%EE%94%82">
