  <xsl:param name="pageNo" select="'1'"/>

xslt will coerce it if need be, but if that is to be used as a number
rather than a string, then

  <xsl:param name="pageNo" select="1"/>

is what you want

  <xsl:with-param name="pageNo" select="'$pageNo'"/>

and the variable reference definitely doesn't want quotes (otherwise
it's a string)

 
   <xsl:with-param name="pageNo" select="$pageNo"/>
