Honestly, it was as simple as:

  <xsl:variable name="classification">
    ....calculate classification string in complex method
  </xsl:variable>
  <xsl:variable name="header-lines"
                select="floor( string-length($classification)/50 ) + 1"/>

  <simple-page-geometry.....
    <region-body margin-top="{$header-lines} * 1.2em" ...... />
    <region-before extent="{$header-lines} * 1.2em"/>
    ...
