The Rtf and Tex backends both seem to have support for the Jade characteristic extension page-number-format. See http://www.jclark.com/jade/#extensions for a description?of extension, and http://www.jclark.com/jade/#backend-rtf for a description in the RTF case. I'm pretty sure the RTF one works, I don't know if the Tex stuff does, though there is code in TeXFotBuilder.cxx relating to PageNumberFormat. Worst case you could play with the jadetex defaults (change arabic to roman?at the right place in its setup files).
