Try

<xsl:stylesheet xmlns:xsl='http://www.w3.org/TR/WD-xsl'>

<xsl:template>
    <xsl:value-of />
</xsl:template>

<xsl:template match = "/">
<HTML>
    <xsl:apply-templates select = "bioghist/tag" />
</HTML>
</xsl:template>

<xsl:template match = "tag">
  <P><xsl:apply-templates /></P>
</xsl:template>

</xsl:stylesheet>

Note: IE5 does not support process-children. It uses the newer
xsl:apply-templates keyword.
