I guess that you might want something like this:
  <xsl:if test="@task or @args">
  <xsl:attribute name="href">?<xsl:value-of select="@task"/><xsl:if
test="@task and @args">&amp;</xsl:if><xsl:value-of select="@args"/>
  </xsl:attribute>
  </xsl:if>

Great! Combined with the copy-of suggestion this cleans up my output a
lot. One last tricky spot I haven't worked out yet though. How would I
change this as to use your check? Can I edit the value-of somehow?
