depends if you get as far as parsing.

If the stylesheet says
<xsl:if test="contains($x,&quot;a='2'&quot;)"><foo/></xsl:if>
then the result would contain or not <foo/> depending on the details of
the systems XML linerisation method. So the output on different systems
wouldn't be identical at all.

See above.

Probably more importantly than the incompatibility, this would force the
system to have _some_ method of writing out a tree in linear XML syntax.
Currently everything to do with output is optional, an XSLT system might
just do DOM-DOM transforms and never linearise anything at all, ignoring
any hints in xsl:output.
