No you want to replace &lt; by < and &gt; by > 
the four letters  &lt; appear in XML source as
&amp;lt;
as the first one, &, needs to be escaped.

Similarly if you generate a < in the result tree, then it will be
serialised as &lt;


Also to refer to the strings  &lt; and  < that you need to pass to teh
replace function, you need to escape the & and < resulting in


replace(replace(@title,'&amp;lt;',&lt;'),'&amp;gt;',&gt;')
