But how to you explain that OE is perminently high because it's bridged with
Vcc on the PCB????? Does the 2532 need OE high to enable output, because the
2732 and all EEPROM's need OE low to read the outputs.

The 2532 pin-out I just looked up shows VPP instead of /OE. Well, whatever the explanation is, it does work because I've made many carts that way.
