Omega is a programming game (CoreWar would probably be the most widely known example of the genre) where you do pretty much exactly what you've set out to do here - design and program an AI tank. Competitor's tanks then fight it out in a virtual arena utilising their pre-programmed AI. That is, once the game starts, the tanks are on their own. The players are just observers. Think Battlebots/Robot Wars but no remote controls, the tanks are autonomous.

Anyway, you might consider Omega and particularly the strategies used in designing Omega tanks. Omega has all kinds of extra options that will be irrelevant to you but a lot of the basic strategies should translate well.
