Is there any way to get the processor to continue to the next url if the
prevous one cannot be resolved?

This is a discretionary item for the processor to implement as it chooses according to the two behaviours described by the specification ... there is no XSLT way to force one behaviour or the other, this is an aspect of vendor differentiation. Check the documentation of the vendors' tools.
