The XSLT processor is given discretion here, whether to abort or to recover. The actual behavior therefore depends on the processor you are using. Some processors allow you to control the recovery action. If the processor supports JAXP 1.1, you can write your own URIResolver which returns a dummy document if no real document can be found.
