If you're using a 1.0 processor then you can't use a function call as a step
in a path. You need to do something like

<xsl:variable name="exp" select="@nodes"/>
<xsl:for-each select="document(@href)/Document">
  <xsl:apply-templates select="dyn:evaluate($exp)"/>
</xsl:for-each>
