um, what you describe is a float...... it sounds like its doing just
what the doctor ordered.

do you just want a full width title and toc? i have this for my
"frontmatter" element:

(element fm
	(make display-group
	    span: 2
	   (make rule)
	   (process-children-trim)
	   (make rule)))

your example worked for me with

(element TITLE
  (make paragraph
    quadding: 'center
    span: 3
    (process-children)))

ie paragraph instead of display-group. do you agree this gives the
right result?
