AFAIK, both jadetex and pdfjadetex are built from the same .dtx, which
uses the native LaTeX graphicx package.  As such, EPS should work for
both situations.

Looking briefly at jadetex.dtx, we also see the following intriguing
comment, but I don't know whether it is relevant to what you are
trying to do:
