| (note the continuous numbering across different types of

Ah, well. Hmm. The former case, the numbering you see now, is
intentional. Although I can see that the latter case also makes
sense.
Anyone else want to weigh an opinion about which makes more sense?

There's no misuse, it's just a matter of style (no pun intended).
