12.6.6.1 says, in part, "if min-leading: is not #f, the size of the
line shall be increased to cover all the areas in the line."

The description of the min-leading: characteristic in 12.6.6. says, in
part, "A value of #f means that the line spacing shall not be
automatically adjusted to take into account the size of the content of
the lines.  The initial value is #f."

If min-leading: is #f, then I think the line spacing should be the
same as the value of the line-spacing: characteristic (initially
12pt).  Try setting min-leading: to a length-spec and see if you get
the result you expected earlier.
